One needs to measure the fluid pressure in a 3" pipe and send the signal to a DCS. What is a good simple pressure transmitter that could easily accomplish this? Most of what are typically seen are 4-20ma output, but require a dc power input. Is it possible to have an ac power input instead of dc.

Take a look at Omega Engineering. Some are quite reasonable, wrt price. 24Vdc is so common in the process control industry that one is unlikely to find an AC powered unit. A DCS is almost always part of a PLC system that usually has 24 VDC available.
